Cloud Native Operational Excellence (CNOE) 是 Adobe、Amazon Web Services、Autodesk、Salesforce 和 Twilio 聯合推出的一項用於構建內部開發人員平台 (IDP) 的開源計劃。雲原生卓越運營（又名 CNOE，發音為 Kuh.noo）是一項共享開發人員工具、想法和模式的共同努力，以幫助組織做出明智的技術選擇並解決常見的痛點。CNOE 將使組織能夠通過協調貢獻、提供工具以及提供中立且公正的技術選擇指導來應對工具蔓延和技術流失，以交付內部開發人員平台。

Backstage 添加中文 README

Backstage 是一個用於構建開發者門户的開放平台。Backstage 由 Spotify 開源，是 Spotify 內部使用的開發者門户的開源版本。
目前 Backstage 在 GitHub 上已經有 24k+ Star，是平台工程領域中最受歡迎的項目之一。

近日來自 @平台工程洞察的貢獻者 @楊振濤為 Backstage 添加了 Backstage README 部分的本地化翻譯。
